Sensing his country will be defeated in World War II, Hungarian Regent Admiral Horthy attempts secret negotiations with the Russians in hopes Hungary will remain intact. The officer conducting the secret talks has an affair with the wife of a nobleman, and the plot is later uncovered by a friend who is really a German intelligence officer. He warns the Germans, effectively ending the peace talks before they can be implemented, and the destruction of Budapest is illustrated in graphic stock footage to emphasize the importance of the aborted mission.
