Officer "444" (Ben Wilson and his colleague Officer Casey (Jack Mower) manage to rescue Gloria Grey (Neva Gerber) but The Frog and his accomplice The Vulture (Ruth Royce) disappear down the sewers with Frank Haverly (Phil Ford). Meanwhile, bumbling reporter Snoopy (Harry McDonald), hired by "Professor Kalium" to track down Haverly, is trailing the ominous Dr. Samuel Blakley (Al Ferguson), the possessor of the only vial of Haverlyite in existence. Alas, the secret of its composition is still held by the missing Frank Haverly. Masquerading as a gang member, "444" manages to gain entry to the Dragon Café, The Frog's lair, where The Vulture holds Gloria. As chapter two concludes, a body that may be Officer "444"'s is seen tumbling into an open pit.
