Peasants try to deal with government ineptitude as bureaucratic confusion hurts their wood-gathering operation. The local commissioner deals with two feuding families as the village tries to build a much-needed school. When the government messes up an order for wood, one of the men steals lumber to complete the project. A female teacher arrives and expresses concern for the lack of progress on the building. Her love affair with a member of the feuding families ends when the man is killed by an irate jealous farmer. She tries to convince the peasants to send their children to a school beset with construction delays and red tape in this film that questions governmental policies.
