In order to prevent Dr. Oswald Beck (David Hurst) from inaugurating wholesale bacteriological warfare against the Free World, IMF agent Rollin takes the place of a political prisoner chosen as Beck's guinea pig. To discredit Beck, Phelps and his colleagues are forced to make certain that the experiment is failure. Unfortunately, this assignment may well cost Rollin his life, no matter how it turns out.
