Starring action hero Charles Hutchison and veteran leading lady Leah Baird, The Law Demands was a belated feature version of the 1918 serial Wolves of Kultur. Originally released in 15 chapters, the serial featured the attempts of an unnamed foreign power to sabotage important American military installations. Sheldon Lewis, as the main villain, headed a supporting cast that also included William Cavanaugh, Mary Hull, Betty Howe and Edmund Dalby. Although credited as the director of The Law Demands, Harry O. Hoyt most likely only supervised the editing of the original serial.
