Childhood chums Biggie and Tiny (Roy Chiao and Richard Ng) grow up together in the slums of Hong Kong. One of them becomes a policeman, the other a professional con-man. When it begins to appear that Tiny was set-up to take the fall for a jewel robbery, he persuades his friend Biggie to join him in stealing them back from the real robbers, including a highly respected member of Hong Kong society who bears the coveted letters O.B.E. (Order of the British Empire) after his name, and is privileged to call himself "Sir." In the film's climactic highlight, the two old friends must wrestle with the complex security measures which conceal the jewels.
