The Romefeller Foundation is using the excuse of world peace to shut down any further guerilla operations with force. Heero, appalled at the false peace the World Nation is headed toward, uses his Gundam to help rebel forces under siege as he plans to find a way to kill Relena and, therefore, the oppression disguised as peace. Unknown to Heero, Relena is perfectly aware of how OZ, under Duke Dermail, is trying to manipulate her intentions to seize even more power. At an executive meeting with the heads of Romefeller, she declares that the Foundation must withdraw all of its troops and end military rule. It's a proposal that raises the ire of Duke Dermail, and lays bare the ideological split within the Foundation -- much to Dermail's surprise and anger. In space, Noin and the three Gundam pilots -- Duo, Trowa, and Quatre -- are trying to plan their next move when they receive a coded message from Howard, the old Gundam engineer from Duo's past. Howard asks Duo if he'd accept a mission like in the old days.
