Colonel Treize and Lady Une are at New Edwards Base, acting as decoys after spreading rumors that many OZ officials will be converging there. An unsuspecting Heero takes the bait, and accepts the mission to assault New Edwards. Later that night, as he breaks into a cargo plane to fly to New Edwards, he discovers that Duo and his Gundam are hidden in the freight compartment. Heero grudgingly accepts Duo's offer of help. Meanwhile, Lieutenant Zechs and Noin are in Kenya, under the cover of performing training exercises over Mombasa. At New Edwards, the general meeting -- mostly of Alliance brass, with Treize and Une the only OZ officers -- takes a turn toward pacifism as Alliance members seriously and enthusiastically discuss unilateral disarmament and a reopening of dialogue between the Earth's nations and with the colonies. As the assembly applauds a proposed directive toward peace, Heero and Duo attack -- and Treize puts his fiendish plan into motion.
