Relena's first act as queen is to dissolve all national borders, paving the way to a World Nation as the first step toward world peace. Quinze, leader of the rebel group White Fang, finds Zechs Merquise and asks him to return to outer space and bring his Gundam with him, as a symbol of rebellion for the colonists. Meanwhile, it turns out that the flames of pacifist dissent within Romefeller have not been completely extinguished: During Duke Dermail's first speech under Relena's rule, the Marquis requests that Dermail step down, citing others' concerns about his continued activities. When Dermail diplomatically refuses, the Marquis and other members of the Foundation begin to take steps to ensure that Relena becomes the Queen of the World Nation in fact as well as name. In space, Duo finds himself pestered once too often by different rebel groups wanting the Gundam to fight for them, and leaves Hilde and the colony behind.
