Heero, piloting one of OZ's new mobile suits, is locked in deadly combat with the new Gundam piloted by a grief-stricken Quatre. Unbalanced after the death of his father at the hands of an OZ-colony alliance, Quatre has declared that people in outer space have lost all reason -- therefore he will cleanse space by wiping out the colonies. On the Lunar Base, Chief Engineer Tubarov has cut off the air supply to the prison cells holding the Gundam engineers and the remaining two Gundam pilots, acting on orders from the Romefeller Foundation's Duke Dermail. On Earth, Duke Dermail addresses his fellow aristocratic members of Romefeller, telling them that they are ready to act on their plan to use the mobile dolls manufactured in space to neutralize any and all regional conflicts on Earth -- in effect, seizing control of the planet. Just then, Colonel Treize steps forward to announce that he can no longer work for Romefeller so long as they intend to use mobile dolls.
