Relena is accompanying Lieutenant Colonel Noin in Bremen to a gathering being held by the Romefeller Foundation -- the organization behind OZ and its machinations. Romefeller was formed by European royalty, and fittingly enough Relena has come as a Peacecraft, representing the Sanc Kingdom. They arrive just in time to hear a speaker for Romefeller declare that while dialogue and democracy have failed, their traditions will allow them to rule properly and thereby attain world peace. Appalled, Relena and Noin leave, but not before Noin overhears discussion about anxiety over Zechs and his rebuilding of Heero's Gundam. Meanwhile, Heero and Trowa have discovered that Sylvia Noventa, granddaughter of the Alliance leader who pushed for world peace, is in Marseilles. They make the trip to France so that Heero can meet with Sylvia -- but when OZ's forces attack the city in an effort to take the Alliance base, the young Gundam pilots come to the city's defense.
