Synopsis
Correspondent Martin Smith explores how the "mess" in Iraq six months after Saddam's fall came to be. Smith interviews State and Defense Department officials---who aren't on the same page. One example of this "interagency warfare": Gen. Jay Garner, the first Pentagon administrator in Iraq, tells Smith that he had been told to "ignore" a postwar plan developed by State. And when Garner arrived in Iraq---days after the troops---the country's infrastructure was already in tatters.
