Mehboob Khan directs this polemic about social ills of the day in the guise of a melodramatic romance. Orphaned shipwreck survivor Raja (Arun), who works as a lowly day laborer, is friends with petty criminal Mangoo (Sheikh Mukhtar), and Vithal (Mohan), who is a pedicab driver. One day, Mala (Anuradha) and her father (Gani) come to the bustle of the big city only to get robbed and Mala to get kidnapped by Banke (Kanhaiyalal). Though she gets sold to a rich lecher, she escapes and finds sanctuary with Raja. Meanwhile, Mango gets blamed for the crime. Later, the trio's problems multiply when they sign up for army duty to aid the British Empire's war effort.
