Cuzco '99 is a documentary about human perception, how an event can be perceived many different ways by the individuals who took part. The event in question is New Year's Eve 1999 in the ancient city of Cuzco, in Peru's Andean highlands. In numerous interviews, the people of Cuzco speak about the holiday and the local traditions attached to it, and also about the approaching new millennium. The forces of modernization are viewed with trepidation by some and enthusiasm by others, just as the holiday is celebrated as a religious observance by one group and as a street party by another. With this film, Irish director Donal O Ceilleachair set out to challenge dominant Western culture by presenting a Latin American alternative in which the notion of time itself is viewed in a radically different way.
