Convicts on the Street (1991)

Synopsis by Rose of Sharon Winter
This program is part of the popular investigative series on HBO America Undercover. This episode is a study of the American justice system, which convicts and incarcerates more people than anywhere else on Earth. To cope with overcrowded conditions, prison terms are often shortened, and the convict is out on parole. The program is an inquiry into the success and safety of such an approach. With a high recidivism rate, the parole program's success story is often the exception rather than the rule. Interviews with parole officers, parolees, prison officials, and psychologists tell the story of those out on parole.
