Touring various parts of the city throughout the Carnival festival, Arnold takes the cameras to nightspots, parades, and the beach to study the people who throw the biggest party in the world once a year. On the way, the bodybuilder is given linguistic tutorials as well as tips on costuming and makeup as he prepares to join the celebration. Intercut with video pictorials of his guides in various states of undress, the program received media attention when the actor joined the California gubernatorial race due to scenes with him involving groping and misogynistic mannerisms.
