Synopsis

Profiled: Regina Peruggi, head of New York City's Central Park Conservancy, is seen picking up refuse ("Hope that lady has a pooper scooper"), wielding a pickax and spreading hay over a newly seeded lawn. It's too much work for too small a gardening staff, she comes to believe, but there's a budget shortfall. What to do? Peruggi lays off 18 managers.
