Synopsis by Janiss Garza

From his own servants to the mayor, Carson Burr (Frank Keenan) finds himself surrounded by inefficiency. So he decides to run for mayor himself. By promising "better service," he is elected, but almost immediately he is faced with a strike caused by a group of Bolsheviks. By force and by his desire for fair play, he breaks the strike. Afterward, Burr works with several corporations to institute profit-sharing for their employees to spread the wealth. Thus, he proves to be a friend of both the working man and high finance. Actor Keenan also wrote the story to this film. It was loosely based on the life of mayor Ole Hanson of Seattle, who squelched a Bolshevik uprising.
