When his illegal-munitions empire collapses, Mel Profitt (Kevin Spacey) desperately holds out hope that his still-thriving cocaine operation will save his hide. Continuing his pose as Mel's loyal minion, undercover agent Vinnie (Ken Wahl) arranges a partnership between Mel and mob chieftain Don Aiuppo (George O. Petrie), a less-than-holy alliance that may prove fatal to Vinnie's own mother Carlotta ( Elsa Raven). Meanwhile, Profitt's main hit man Roger (William Russ) learns from corrupt CIA agent Ketcher (David Spielberg) that Vinnie is a Fed.
