In Lynchboro, Washington, OCB agents Roger (William Russ) and McPike (Jonathan Banks) use a video copy of the classic horror film Mr. Sardonicus) to wage psychological warfare against crooked town boss Volchek (Steve Ryan). Meanwhile in Seattle, AWOL undercover agent Vinnie (Ken Wahl) is engaged in a war of his own against the wholesale pollution perpetrated by corrupt chemical-plant CEO Harriet Weiss (Bonnie Bartlett). In the process, Vinnie commits a violent act that makes him a fugtive from his former OCB bosses.
