This film is an inquiry into the question of whether Kurt Waldheim committed war crimes during World War II. Kurt Waldheim served for two terms as secretary general of the United Nations, from 1972-1981. He then became president of Austria, holding that office from 1986-1992. During his tenure as president, information was revealed that suggested that Waldheim had served as a German staff officer during the war and had participated in actions to deport Jewish people to concentration camps. Two teams of lawyers present the evidence to a panel of international justices. There is testimony from Waldheim's fellow officers and eyewitness accounts. Historians express their views. At the end of the film, the judges render their decision.
