In Eastern Bloc countries such as Bulgaria, everything that happens is coordinated by a central planning organization. That was particularly the case with construction projects. When a large apartment building is built without central heating, it is to be expected that the planning board will take years to authorize this highly necessary commodity. In this comedy, the apartment's residents decide to work quietly on their own to arrange for heating, but the three men they contract to do the job are scam artists who bash holes into walls without doing much that is useful. It takes a long time for the residents to figure out what has happened, but when they do, the trio winds up in prison. The apartment dwellers, living without heat and having to deal with holes in their walls, decide to haul the lads out of prison to make them finish the job, regardless of their skills or abilities.
