In other developments, the staff ponders the likelihood of terrorist activity in Idaho; Donna (Janel Moloney) encounters difficult securing a Presidential Proclamation for her favorite teacher; and the tax debate hits home for President Bartlet (Martin Sheen) and his aide Charlie (Dulé Hill).
