In order to better understand his domain, the 27-year-old Emperor Chien Lung (Liu Yung), the most powerful and competent Emperor of the Manchu dynasty (1644-1912), disguises himself and his secretary, the scholar Liu (Li Kun), and tours parts of China. While traveling incognito, they encounter fortune-tellers and gamblers, and have a fight in a restaurant.
