Synopsis by Sandra Brennan

An honest Communist Party official struggles to see that justice is done against the corrupt officials who frame an innocent man for embezzlement in this Chinese drama. Old Li Rong-Cai has been trying to get someone to take his case against the Party secretary in his village for over 20 years. It seems that Secretary Jia destroyed Li's life when he wrongly convicted him of embezzlement. As a result, Li lost both his family and his income. The more he tries to clear his name, the more Jia and his henchmen persecute him. Finally the idealistic Secretary Qin listens to Li and vows to help him. He does this not only to serve justice, but also to protect his party's reputation. Unfortunately, the corrupt Jia is supported by a number of equally corrupt officials with higher rank. But fortunately, he is not alone in having influential friends. Qin too has powerful allies who believe in justice and in taking care of ordinary citizens such as Li. Happily they have higher rank than the friends of Jia and justice is eventually served, causing the grateful Li to tearfully apologize for taking up so much time with his little case.
