A terrorist organization known as USR has set its sites on taking over the world and re-shaping it according to its own twisted design. In order to combat the problem, 11 countries have banded together to form the Peace Keeping Navy, or PKN. On the day that the PKN's fleet is unveiled, however, a USR ship known as the UX launches a deadly attack on the ships, almost destroying all of them. Just when it looks like the PKN is over before it's started, an obsolete Japanese submarine called the 707 appears to save the flagship and the day. Now, a team of new recruits called the All New 707 is preparing to go to war on the high seas to vanquish the USR threat once and for all.
