Looking to cash in on the surprise popularity of 1994 police thriller First Option, Power Lee King-chu crafts this saga about the Special Defense Unit, Hong Kong's elite swat team. The film's first half shows a group of new recruits -- including Bond (Chan Kwok-bong) and Cheung (Peter Yung Kan-cheung) -- enduring a brutal training regime. Yet halfway through their course, they are ordered to deal with a hostage situation. When they arrest the culprit responsible, he gets killed by an unseen sniper from within a police van. Later, the same sniper kills all the criminals the SDU squad captured alive in another raid. Bond soon suspects one of his childhood friends his behind the killings.
