The fourth of 11 entries in the series which began with Gokudo (1968), Kosaku Yamashita's film continues the story of Shimamura (Tomisaburo Wakayama), the Osaka gangster last seen running a military supply unit in Heitai Gokudo (1968). As this entry opens, Shimamura is discharged and returns to Osaka a changed man. Although his aim is still to control the city, the honorable gangster works to bring down a corrupt official who reneges on a deal to build a new office for the local union. Generally considered one of the series' weaker entries, this film co-starring Minoru Ooki drags a bit as it sets up the fifth installment, Junya Sato's amusing Tabi Ni Data Gokudo (1969).
