Milliardo Peacecraft, leader of the White Fang rebels, has declared war on the World Nation, led by his former friend and commanding officer, Treize Khushrenada, while his sister, Relena, tries to remind him of their family's pacifist heritage. On Peacemillion, Howard, Noin, and the Gundam pilots try to decide on their next move: Do they attack the Libra battle fortress Milliardo is using to attack Earth or not? The decision is taken out of their hands when they detect White Fang mobile suit carriers approaching. All of the Gundam pilots launch themselves into the fray -- except for Heero, who says he has something to take care of. The Gundam pilots soon find themselves up against heavier odds than ever before; not only by the sheer number of mobile dolls, but by new strategic programming that exploits their tendency to fight alone. The battle is eventually won, but not without a cost. The scale of the attack has left the Gundam pilots exhausted and doubtful of their chances -- exactly as Milliardo intended. As the two battle fortresses draw ever nearer, Heero meets with Howard to put his plan into motion.
