Heero is putting his mobile suit skills to use by fighting for the Treize Faction, helping to loosen OZ's grip on Earth's cities. Quatre has decided instead to travel more inconspicuously, and he arrives in a town just as Heero leads a battalion there in an attack against OZ. The OZ forces, confident in their victory, don't bother to evacuate the town and Quatre is horrified at the carnage. Heero's battalion smashes through the enemy's defenses and approaches OZ headquarters until he realizes that there are still civilians out on the streets, running for cover. He orders a retreat, much to the consternation of the rebel commander. Meanwhile, Relena Peacecraft has a new guest as part of the Sanc Kingdom's new programs teaching Total Pacifism: Duke Dermail's niece, Dorothy Catalonia. Relena and Dorothy soon find themselves at ideological odds, as Dorothy not only thinks wars are inevitable, she also approves of them.
