Heero and Duo get wind of a large shipment of Gundanium alloy headed for the Lunar Base factory. Betting that it's for the construction of a new type of mobile suit, Heero plans to be there to steal or destroy it before OZ can use it. At the factory, the five engineers are developing two new mobile suits for Lady Une, all the while planning on finding a way to use them against OZ. Meanwhile, the colony delegates are uncomfortable with the direction OZ is taking them. While they're happy that OZ has made things easier for them by removing the Alliance, they don't like how OZ is shaping up their future -- declaring nationhood is one thing, but making their major industries mobile suit and arms production is another. On Earth, Major Sally is at the Singapore base, intending to destroy Quatre's Gundam which OZ has started to rebuild. She runs afoul of Quatre's men, who are also there to retrieve the Gundam -- and each of them thinks the other is with OZ.
