Jane Reynolds (Janet Beecher) is dissatisfied with her existence as the wife of a cement tester. She convinces her husband, Bob (David Powell), to allow an inferior grade of cement to slip by for a large bribe from company head John Brand (Lyster Chambers). With the money, Jane is able to buy all the nice things she wanted (the "fine feathers" of the title), and Bob is lured into investing on the stock market. He winds up being swindled by Brand, who gave him the money to squander in the first place. A dam made from the inferior grade cement bursts and floods the valley, killing a number of people. Somehow the Reynolds are able to escape punishment for both Bob's deed and their debts, while Brand meets an untimely end.
