Clued in by Captain Milemore (Art Gilmore) to the phenomena of "wildcatters" (tow-truck drivers who prowl the highways and byways in search of easy cash), Sgt. Joe Friday (Jack Webb) and Officer Bill Gannon (Harry Morgan) pound the pavement to investigate suspected corruption among the generally helpful drivers. One driver in particular, John K. Anzo (Larry Pennell), rouses the suspicion of the lawmen and, after speaking to numerous witnesses, it becomes glaringly obvious that Anzo is indeed swindling his hapless customers. Heading to the driver's garage to investigate further, Friday and Gannon notice a police radio in use before interviewing mechanic Eddie Jones (John Sebastian), who claims that Anzo started the business from scratch. Though Anzo's record appears to be clean, an incident in which Jones punches a customer at the scene of an accident -- rendering the customer unconscious -- leaves the mechanic facing a charge of grand-theft auto. Confronting Anzo with this fact, in addition to his mysterious failure to list Jones as a silent partner (it was Jones who loaned Anzo the money with which to start the business), the garage owner is swiftly relieved of his business permit.
