The fiendish Mad Dog Carmen has broken the terrorist Beringer out of prison, asking him to train and lead troops using a battle armor prototype -- the Type 28, as dangerous to the pilot as anyone else -- that Beringer designed in his previous life as an engineer. Beringer agrees to create more Type 28s and lead the army, but only after he uses the prototype to take revenge on Chief Poporo of the 3WA. A few days later, he puts his plan into effect. He sets off bombs in the same city as 3WA headquarters, resulting in all the agents being mobilized to provide assistance, and leaving Poporo as the only one in the building. What Beringer doesn't realize is that Kei and Yuri, remaining behind as punishment for an earlier incident, are also in the building. Unfortunately, so is Rosa, Poporo's visiting young daughter.
