Try though he might, Popeye cannot avoid a surly police officer who keeps handing him tickets for various traffic infractions. Even as he "helps" Olive Oyl with her spring cleaning, Popeye continues to run afoul of the relentless cop. Clearly, this crisis can only be resolved by some hard jail time--which is probably why Popeye ends up putting himself under arrest. A curious essay in prolonged frustration, Cops is Always Right is less memorable for its comedy content than its offbeat musical score, utilizing a tiny "orchestra" apparently consisting merely of a guitar and ocarina.
