A young girl named Rakka is born to a different life as a new being in Charcoal Feather Federation. The teenage girl awakens from a dream of falling downward to find herself surrounded by people with wings who care for her through her transformation into one of them. Now, with her head wreathed in a glowing halo and after sprouting perfectly gray wings from her back, Rakka looks the part of a child angel from a storybook. She soon finds that life in Guri, the town where her new winged kind live, is peaceful and serene, but even the stillness can't stifle the questions that remain: why do these people suddenly become new beings, and why must they live a segregated life from the rest of the world?
