In this picture, based on the Clyde Fitch comedy, the year is 1872 and Robert Jinks (Richard C. Travers) forms a marching club with some friends to promote the campaign of presidential candidate General Grant. This is what earns him the moniker Captain Jinks of the Horse Marines. When they discover that opera diva Madame Trentoni (Ann Murdock) is arriving from Europe, Jinks and his pals dress up in their outrageous marching costumes and take a band to the dock to meet her. Jinks also bets a thousand dollars that he can romance her. But the boat is late and reporters bribe the band not to play. When Jinks finally encounters Madame Trentoni, she is having a heated argument with the customs inspector. Jinks tries to help by bribing the official and is promptly arrested. When he gets out on bail, he contacts Madame Trentoni and they really do fall in love with each other. Jinks wants to call off the bribe and hands his friends an I.O.U., but when Madame Trentoni scorns them, they vindictively show the paper to her foster father. Madame Trentoni refuses to talk to Jinks, but he eventually gets through to her and explains all. Just as they are about to make up, a policeman comes to arrest Jinks because he didn't appear for the bribery case -- he forgot! When the couple tell him they are in the midst of a reconciliation, the cop makes Jinks promise to show up the next day and leaves the lovers in peace.
