synopsis
Major Burnside (David Niven) is assigned to oversee a refugee camp filled with people displaced by the battles of World War II. He enlists the help of Janovic (Topol), a free-spirited magician and camp resident, to decide which country the people will be assigned to Before Winter Comes. The silver-tongued Janovic can talk his way in and out of any situation it seems, leading him to the beds of several women. Burnside soon discovers they have both been sharing the bed of Maria (Anna Karina). Burnside cannot decide what to do with the jocular Janovic, as both the United States and Russia are soon to take responsibility for the many refugees. He wrestles with his conscience as the jealousy he feels for Janovic clouds his better judgment
