Goofy comedy and martial arts action collide when a young renegade cop and his seasoned partner seek a serial killer who's stalking the streets of Hong Kong. Brazen cop Wang (Zhang Wen) is always getting into trouble. Fortunately his more experienced partner Huang (Jet Li) is always there to set things right. The contentious cops are forced to put their differences aside, however, when they learn that the madman who's terrorizing their city all have ties to a rising young starlet named Liu. Now, in order to draw out the killer, one of the cops will pose as her lover while the other awaits the perfect moment to strike.
