An independent producer, writer, and director of ultra-low-budget Grand Guignol horror films, Andy Milligan has found a cult following for his Staten Island-filmed gorefests The Ghastly Ones, Torture Dungeon, and Blood!. He made versions of the oft-told tales of Sweeney Todd (Bloodthirsty Butchers) and Dr. Jekyll and Mr. Hyde (The Man with Two Heads) in England, both produced by William Mishkin. His other American-made films include Guru, The Mad Monk and Fleshpot On 42nd Street.
